A draft proposal is:

to review the needs of in-care abuse survivors for support and information
to evaluate the availability, accessibility and appropriateness of existing support services
to identify the gaps in provision
to recommend to the reference group proposals for improving existing services
to recommend to the reference group proposals for filling gaps in services

In proposing recommendations, the sub-group will need to be aware of existing resources. It will be asked to provide ambitious and challenging recommendations, while also providing a realistic timetable and proposals for resources to ensure these recommendations can be delivered.
